The CID. Manipur was started functioning in the year 1963 when Manipur was Union Territory having a single district. Under the organizational set up the Criminal Investigation Department (CID) was divided into two branches namely - Special Branch and Crime Branch and each under one DSP under the control of Superintendent of Police/CID, Manipur. Later on one post of Deputy Inspector General of Police/CID was created in the year 1975 and existed up to 1998. One post of Superintendent of Police/CID, Crime Branch, Manipur was created in the year 1982. Both the Crime Branch and Special Branch were placed under the control of Dy.IGP/CID up to 1998. Later on the two Branches were placed under the supervision of Inspector General of Police(Int.) , Manipur w.e.f. 18/9/98 vide order No.9/l(16)/48-ll dated 18/9/98. Again CID/Crime Branch, Manipur was placed under the supervision of IGP(INT), Manipur vide order No. E/28/23(l 17)/2001-PHQ(Adm.) dated 28/7/2001. At present CID/Crime Branch. Manipur is working under the supervision of Addl. Director General of Police(INT), Manipur w.e.f. 07/01/2008.
At present the Office of CID(CB), Manipur is located at Head Quarter, Manipur Imphal.
As per Standing Order No. 129 dated 27/05/1992, the following charter of duties/responsibilities were given to state CID(CB), Manipur.
To investigate cases transferred to Crime Branch from time to time for investigation from various district agencies.
To investigate cases transferred to Crime Branch from time to time for investigation from various district agencies.
To take up enquiries, and register cases suo- moto(with the permission of the DIG(CID). To tackle inter-state crime.
To conduct discrete enquiries into the allegations received by Crime Branch.
To act as a nodal authority for obtaining prosecution sanction for all cases in the state.
To act as a nodal authority for Parliament/Assembly Question.
Issue of Monthly Criminal Intelligence Gazette.
To maintain State Crime Record Bureau.
To furnish reports/returns to the concerned authorities. To maintain Finger Print Bureau.
To maintain photography Section.
Operational Control of Manipur Police Dog Squad. Library.
To do any other work entrusted by the higher authorities.
However, the duties mentioned at Sl. No. 6,7,11,& 12 above are not functional at CID(CB), Manipur at present.
The jurisdiction of CID(CB), Manipur is through out the State of Manipur.
In addition to the above, the Government of Manipur, Home Department vide Order No. 4/11(1)/06-H(UB) dated 28/5/2008 declared the State Crime Investigation Department (Crime Branch) as the Police Station dealing in matters of Economic Offence Wing (EOW) having Jurisdiction through out the State of Manipur and SP/CID(CB) is designated as the Officer-in- Charge of the said Police Station and since then started functioning with the available manpower from CID(CB),Manipur.
