METHODOLOGY FOR ESSAY COMPETITION IN C/W MANIPUR POLICE RAISING DAY CELEBRATIONS ON 19-10-08

Imphal, the 29th August, 2008

As per Director General of Police, Manipur order No./10/2008-ADGP(Int) dt. 06-08-2008, there will be an Essay Competition as part of a month-long Manipur Police Raising Day Celebrations that falls on 19th October, 2008. The Competition will be open to all school students, and there will be First Prize of Rs.15,000/-, Second Prize of Rs.10,000/- & Third Prize of Rs.5,000/-.

The committee shat adopt the following methods/procedure for the essay competition.

  1. Topic:"Community Policing, Its relevance to the present day society and, in particular to the nascent situation in Manipur" 

  2. Level of participation : The competition will be open to all school students in Manipur. The level of participation would be from Class IX to XII. A school will depute 5 participants. The committee will not make transport, accommodation, etc. arrangement for the participants.

  3. Medium: The competition shall be in English

  4. Length: Length of the essay shall not be more than 1000 (one thousand) words

  5. Mark: 100 (one hundred)

  6. Duration: It will be of 2-hour duration

  7. Venue: Tamphasana Girls' Higher Secondary School and G.P. Women's College, Imphal.

  8. Schedule: The competition will be held on 14-09-08 (Sunday). The competition will commence from 10 am to 12 am

  9. Reporting time: Participants will report at the venue of the competition at least 1 hour before commencement of the event. No participants shall be allowed to leave the examination hall before 30 minutes after commencement of the competition, except on exigency.

  10. Writing instruments: It is desirable that ball point pen is used in the competition, preferably, blue or black ink.

  11. Use of unfair means: Any participants found resorting to any unfair means shall be expelled from the competition. Cell phones, Calculators, palm top, magazines, books, note books, etc. shall not be allowed inside the hall.

  12. Dress Code: Participants shall come in their school uniform and also display identity card issued by the school authorities.

  13. List of participants: The sponsoring school authorities shall furnish a list of participants with their bio- data, such as name, father's name, address, date of birth, class, 2(two) passport size photos, etc. to committee latest by 8th September, 2008

  14. Criteria for dealing with cases of same marks: If there are candidates who secure the same marks, especially for consideration of the prize winners, the criteria laid down by the committee will be adopted for resolving the matter.

  15. Screening of participants at the venue: Before commencement of the competition, a thorough screening of all participants will be done to prevent proxy.

  16. Complaint/representation: The committee's decision over any dispute, complaint, representation, etc. shall be final.

  17. Declaration of results of the competition: Results of the essay competition, i.e. names of prize winners shall be declared through the media at the appropriate time. Prize winners will be formally invited through concerned school authorities to receive their prizes on the Manipur Police Raising Day on 19-10-08.

  18. Wide publicity: Methodology for the competition, including venue, schedule, prizes, etc. shall be given wide publicity. School authorities shall be requested to extend cooperation and sponsor their candidates to make the event a grand success.

  19. Committee's discretion: The committee shall take up appropriate steps as may be required from time to time for the successful conduct of the Essay Competition.
